ICA ACQUIRES TUNNEL AND UNDERGROUND
CONSTRUCTION SPECIALIST COTRISA

Mexico City, September 30, 2009 – Empresas ICA, S.A.B. de C.V. (BMV and NYSE: ICA) announces that it acquired 100% of the equity of Construcciones y Trituraciones, S.A. de C.V. (COTRISA) for Ps. 300 million. COTRISA is known for its expertise in building tunnels, underground works, and water management projects.

COTRISA was founded more than 30 years ago as a Mexican construction and related services group. Its experience includes building more than 60 km of tunnels for highways, railroads, water supply, and drainage systems. Some of its landmark projects include the rehabilitation of the Deep Drainage System and the Central Outlet Tunnel, the Interceptor Tunnel for the Rio de los Remedios, the pumping plant at km 18+500 of the Grand Canal, and the 12 km-long Tunnel 5 of the Southern Branch Aquifer potable water supply.

COTRISA will continue to operate as a division within the Civil Construction area of ICA. As of September 30, 2009, its construction backlog was approximately Ps. 950 million. It has no debt.

With this acquisition, ICA seeks to consolidate its position as the company with the broadest experience in the construction of water and underground projects in Mexico, and to gain an important competitive advantage in bidding for new projects including irrigation canals, pumping plants, water treatment plants, and underground works for potable and waste water.
