ICA COMPLETES PS. 2,250 MILLION FINANCING FOR THE RIO VERDE – CIUDAD VALLES HIGHWAY

Mexico City, September 29, 2008 – Empresas ICA, S.A.B de C.V. (BMV and NYSE: ICA) announced that its subsidiary ICA San Luis S.A. de C.V. has signed the long term financing agreement for the construction of the Río Verde – Ciudad Valles highway in the state of San Luis Potosí. The concession for this highway was awarded to ICA under the Public Private Partnership (PPP) mechanism in 2007.

The total amount of the loan is Ps. 2,250 million, with a term of 17 years and was structured by Banco Santander. The loan will be used to finance the construction of the 112 km highway.

In the last 12 months, ICA has closed more than Ps. 22 billion in financings for projects undertaken by consolidated subsidiaries. In addition, non-consolidated affiliates have closed financings for more than Ps. 32 billion.
