4. Cash and Cash Equivalents

Cash and cash equivalents of approximately $71,564 and $60,779 at June 30, 2019 and December 31, 2018, respectively, were held at two financial institutions. At June 30, 2019 and December 31, 2018, cash equivalents were approximately $1,811 and $24, respectively.

In addition, certain of the Company’s subsidiaries of its International Business segment are required to maintain a minimum level of net liquid assets, which was $12,255 and $11,005 at June 30, 2019 and December 31, 2018, respectively. These requirements are generally satisfied by cash on hand.
