Regulation FD Disclosure

On April 28, 2009, First Keystone Bank (the “Bank”), the wholly owned-subsidiary of First Keystone Financial, Inc. issued a press release announcing the appointment of Mr. Bruce E. Miller, effective April 21, 2009, as a director of the Bank. For additional information, reference is made to the Bank’s press release, dated April 28, 2009, which is included as Exhibit 99.1 hereto and is incorporated herein by reference thereto.
