Item 8.01. Other Events

Colorado Energy Plan
In 2016, Public Service Company of Colorado (PSCo), a Colorado corporation and wholly owned subsidiary of Xcel Energy Inc. (Xcel Energy), filed its 2016 Electric Resource Plan (ERP) which included the estimated need for additional generation resources through spring of 2024. In 2017, PSCo filed an updated generation capacity need with the Colorado Public Utilities Commission (CPUC) of 450 megawatts (MW) in 2023.

In 2017, PSCo and various other stakeholders filed a stipulation agreement proposing the Colorado Energy Plan (CEP), an alternative electric resource plan that increased PSCo’s firm generation capacity need up to 1,110 MW due to the proposed retirement of two coal units, Comanche Unit 1 (in 2022) and Comanche Unit 2 (in 2025).

In June 2018, PSCo filed a regulatory update with the CPUC which included detailed analysis of multiple electric generation portfolio options and included a recommended preferred CEP portfolio and an alternative CEP portfolio for the CPUC's approval. The preferred CEP portfolio included the following additions as well as the retirement of the two coal-fired generation units:

On Aug. 27, 2018, the CPUC voted for preliminary approval of PSCo's preferred CEP. A written order is expected in September.

PSCo's investment under the preferred CEP portfolio would be approximately $1 billion, including investment in required transmission to support the significant increase in renewable generation in the state.

Xcel Energy plans to fund the incremental $1 billion of capital investment with cash from operations, incremental debt and $300 million to $400 million of incremental equity, primarily in 2020 and beyond.
