Explanatory Note 

Pursuant to Rule 485(b)(1)(iii) of the Securities Act of 1933, as amended, this Post-Effective Amendment No. 21 to the Registration Statement for PGIM ETF Trust (the "Registrant") is being filed on behalf of PGIM Total Return Bond ETF, for the purpose of delaying, until December 2, 2021, the effectiveness of Post-Effective Amendment No. 19 for the Registrant, which was filed pursuant to Rule 485(a)(2) on September 16, 2021. Post-Effective Amendment No. 19 was initially scheduled to become effective on November 30, 2021. 

Accordingly, the contents of Post-Effective Amendment No. 19 consisting of Part A, Part B, and Part C, are hereby incorporated by reference herein.
