Targeting effective maturity gives the portfolio manager additional flexibility.<br/><br/>Investment decisions generally reflect the portfolio manager&#8217;s outlook for interest rates and the economy, as well as the prices, yields, and credit quality of various securities in which the fund may invest. For example, if interest rates are expected to fall, the fund may purchase longer-term securities (to the extent consistent with the fund&#8217;s investment program) in an attempt to seek higher yields and/or capital appreciation. Conversely, if interest rates are expected to rise, the fund may seek securities with shorter maturities.<br/><br/>Normally, at least 80% of the fund&#8217;s income will be exempt from federal income taxes. These conditions can lessen the financial strength of a municipality and increase the credit risk of the securities it issues.<br/><br/><b>Junk investing risks </b>The fund is exposed to much greater credit risk than most other municipal bond funds because of its focus on below investment-grade &#8220;junk&#8221; bonds. Municipalities issuing &#8220;junk&#8221; bonds are usually not as strong financially and are more likely to suffer an adverse change in financial condition. As a result, &#8220;junk&#8221; bonds carry a higher risk of default and should be considered speculative.<br/><br/><b>Interest rate risks</b> Prices of, and the income generated by, debt instruments held by the fund may be affected by changes in interest rates. A rise in interest rates typically causes the price of a fixed rate debt instrument to fall and its yield to rise. Conversely, a decline in interest rates typically causes the price of a fixed rate debt instrument to rise and the yield to fall. Generally, securities with longer maturities or durations, and funds with longer weighted average maturities or durations, carry greater interest rate risk. The fund may face a heightened level of interest rate risk since the U.S. Federal Reserve Board has ended its quantitative easing program and may continue to raise rates. The fund may be subject to greater interest rate risk due to the current period of historically low interest rates and the potential effect of any government fiscal policy initiatives. Portfolio Turnover
The fund pays transaction costs, such as commissions, when it buys and sells securities (or “turns over” its portfolio). Principal Investment Strategies
The fund normally invests at least 80% of its net assets (including any borrowings for investment purposes) in securities whose interest is free from federal income taxes. The fund may invest in securities rated in any rating category, but generally seeks higher yielding municipal bonds, including those that are rated noninvestment grade (BB and lower, or an equivalent rating) by established credit rating agencies or, if unrated, deemed to be of comparable credit quality by T. Rowe Price, known as “junk” bonds. Although the fund may purchase securities of any maturity, the fund normally maintains a weighted average effective maturity of between three and 10 years. Targeting effective maturity gives the portfolio manager additional flexibility.

Investment decisions generally reflect the portfolio manager’s outlook for interest rates and the economy, as well as the prices, yields, and credit quality of various securities in which the fund may invest. For example, if interest rates are expected to fall, the fund may purchase longer-term securities (to the extent consistent with the fund’s investment program) in an attempt to seek higher yields and/or capital appreciation. The fund may invest in securities rated in any rating category, but generally seeks higher yielding municipal bonds, including those that are rated noninvestment grade (BB and lower, or an equivalent rating) by established credit rating agencies or, if unrated, deemed to be of comparable credit quality by T. Rowe Price, known as “junk” bonds. Although the fund may purchase securities of any maturity, the fund normally maintains a weighted average effective maturity of between three and 10 years. Targeting effective maturity gives the portfolio manager additional flexibility.

Investment decisions generally reflect the portfolio manager’s outlook for interest rates and the economy, as well as the prices, yields, and credit quality of various securities in which the fund may invest.
