GOVERNMENT GRANT	13. GOVERNMENT GRANT The government grant liability represents an advance from the Chinese government for research and development projects. The Company has recorded the grants received as a government grant liability, and ratably recognizes the amount as a reduction of research and development expense when the related research and development activities are performed. As of September 30, 2013 and December 31, 2012, government grant balances are $129,990 and $37,948, respectively.
