1. VENUE: Rua Coronel Dulcídio, 800, Curitiba, state of Paraná. 2. DATE AND TIME: October 30, 2009, at 2:30 p.m. 3. CALL NOTICE: The call notice published in the newspapers Diário Oficial do Estado do Paraná, Diário de São Paulo and O Estado do Paraná. 4. QUORUM: 59.10% (fifty-nine point ten percent) of the voting capital as per the signatures on page 46 of Shareholder Attendance Register no. 3. 5. PRESIDING BOARD: LILIAN DIDONÉ CALOMENO - Chairman; RUBENS GHILARDI – Executive Secretary of the Board of Directors and CEO of Copel; MARLOS GAIO – Secretary. 6. MATTERS DISCUSSED AND RESOLUTIONS TAKEN: ITEM 1 – The Board unanimously ratified the names of the newspapers in which the Company will publish the requirements envisaged in Federal Law 6404/76 and CVM Instruction 207/1994, as decided at the 54^th Annual Shareholders’ Meeting of April 23, 2009, and the result of the public bid, won by F. Lopes Publicidade, for publication in newspapers,: a) Gazeta do Povo (lot 1 - Curitiba); and b) DCI - Diário Comércio, Indústria & Serviços (lot 2 - São Paulo). 7.
