It is NOT legal to sell that which you do not own. It is also dishonest to do so. STOP DISHONEST investors from short selling. They should only be able to sell if they have purchased. Borrowing shares to short sell is another form of deceit and BS. Lets enforce the rules, isn't that part of your job?
