It seems that the type of short selling is wide spread and has negative effects on lower priced shares. The Commission's efforts to focus on a select few companies does not speak to the problem. These rules should be extended to all shares particularly the lower priced stock.
In addition, please reconsider the tick rules as they related to short sales for all shares. Thank you
