1. Eliminate permanently all forms of naked short selling.
2. Make mandatory the use of the up tick rule in all short selling.
Restoration of items 1 and 2 will discourage the raiding of companies, as opposed to taking short positions merely as an opposing viewpoint concerning the value of a company's stock (which is entirely appropriate).
