You have taken the special action to list a dozen companies for which naked short selling will receive additional scrutiny. There is a general fear that this practice is widespread, illegal and causing great harm to the investing public. What is the SEC doing to protect the public re the rest of the market?

Case in point stock ticker USU. There have been times this spring in which the number of shorted shares exceeded the total float. Does this indicate illegal market manipulation? What action is taken when a stock appears on the "fail to deliver" list?
