Extend protection to all publicly traded companies. Settle trades and have mandatory buy ins, where needed. Require all short sales to be done with proper locate, borrow, sale and delivery procedures. Eliminate grandfathered fails. Clean up ALL ex-clearing fails.Ensure a level playing field for all investors.
