I write to oppose allowing the NASD to discipline under the minor rules violation for Rule 3110--Failure to keep and preserve.....in conformance with...statements of policy...and with NASD Rules.

Beauty is in the eye of the beholder. This is an overly broad invitation to fine. The commission should consider this rule carefully.
