Hello, I am writing to comment on the Depository Trust Companies 
proposal to change regulation.  I disagree with their request.  By not 
allowing issuing companies to withdraw their certificates, a count 
cannot be done and stock manipulation through naked shorting/selling 
can and does appear to occur.  Also, the DTC released statements saying 
that it had this power already, which obviously by requesting this 
regulation the DTC does not have.  However, I am unaware of any 
negative implications that might occur from denying the DTC this power.
