It has been a fact for years that DTCC does not effectively work for the 
Issuer - but instead works for the benefit of the brokers and firms that 
give them the business. This creates a bias - built into the system and 
creates abuses that are well known.

Additionally, where else can you show me a MONOPOLY that works for the 
benefit of all parties. Why should DTCC have that monopoly? By exiting DTCC 
- competition is created which benefits all participants. Firms have been 
exiting DTCC for years - only now, facing the fact that many companies now 
what to exit (and you have to wonder why that is????) is DTCC not 
cooperating.

PLEASE REJECT THIS PROPOSAL.
