  Please. consider my comments in reference to File No.S7-36-02 concerning
the opening of proxy votes and the actions of manager/directors of a Mutual
Fund. When I post my Proxy too much authority is given a manager and board
of directors of a fund. It is time that these people declare how they plan
to vote on an issue or if after the fact, how they voted. It is my
investment they are working with so make certain my voice is heard. Thank
