Mr. Secretary:

This rule is needed.  The administration believes in the power of the 
marketplace,  but for citizens and investors to exercise their power 
there must be an even playing field.  The marketplace must operate in 
the light and not in the shadows.  This rule change is a good first 
step at bringing forth the light.
