Subject: Proposed regulation "fd"

Dear Sir/Maam
     
I would like to offer my opinion on the proposed rule change allowing for the 
disclosure of information to the general public. 
I believe it would be better for the investment community as a whole to allow 
for this information to be available to the public and not just investment 
insiders.
Although I'm a new comer to investing I see where the flow of information given 
to the public is  always after certain insiders have laid claim to valuable 
information ergo allowing them the opportunity to position themselves 
accordingly.
     
I appreciate the opportunity you are allowing for the public to in put their 
comments.
     
P.S.
I would like to know something totally unrelated. Is there a way for me to know 
if a company is currently under investigation by the S.E.C. for one reason or 
another.
If that information is available to the general public.
