Subject: Proposed Regulation FD

Dear Sirs:
     
I don't understand the delay in implementing these rules.  The only 
explanation for not enacting them is to continue to give  huge finacial 
advantages to the "good old boys".  It is extremely frustrating to watch 
a stock move without any supposed news and then days later have the news 
posted for the public.  How is this any different from insider trading?
