I support Proposed Regulation FD: File No. S7-31-99.  A single 
proprietor should have equal access to information as do institutional 
analysts.  It is unrealistic to expect all analysts to be responsible 
with information that has yet to be released to the public.  The current 
practice of allowing some to receive "public" information before others 
fosters a corruption of our market.
