Date: 04/26/2000 10:12 AM Subject: Proposed Regulation FD: File No. S7-31-99 Dear SEC: I would like to have a level playing field where company information, selective disclosure, and insider trading is concerned. If you keep the current regulations, then I would like to see you vigorously pursue all insiders - those who have access to information that is not publicly available - for securities fraud. To wit - the current system creates company insiders of the wall street analysts who have access to inside information. They can be likened to company men. The analysts then manipulate the market for personnal gain (directly or indirectly). Thank you for reading my letter. Do the right thing and amend the current regulations. Sincerely, Craig Ostrom PS. How come the SEC doesn't provide clearing and posting services; the trading houses/market makers are ripping the public off.
