Subject: Proposed Regulation FD: File No. S7-31-99 Author: "Christopher Monica" at OPC Date: 04/20/2000 3:58 PM Hello, I would like to let you know my opinion on the proposed rule changes. First, I would like to say that I am a private investor who does all his own homework about companies before I invest in them to make sure that they are a sound investment. I believe that the changes you are purposing would be a great benefit to the market. By letting everyone have the same information at the same time you create a level playing field. The market analysts that oppose this regulation change are only interested in keeping the status quo because they want to have more information and knowledge than the private investor thus having more power over the direction of the stock market. By allowing the analysts to receive information this way, you make the market more volatile because people react to what the analysts say and buy or sell stocks solely based on the analysts view of the data. If the individual investor could read the same information at the same time of the analysts, he/she could draw their own conclusions and either agree or disagree with the analysts conclusions. The individual investor will pour over the reports and read every detail in the prospectuses if given the chance. Investors not willing to do this are probably investing in mutual funds. I am a very hands on investor and love to pour over research. I know that I'm not alone as I have meet lots of people who share my feelings. I don't really see any real reason why you should not make this changes, and I urge you strongly to consider the small individual investor and the value that having this information in a timely manner would be to us. Please make these regulation changes now. Thank you for your time and efforts. Sincerely, Christopher Monica San Francisco, CA.
