Date: 12/17/1999 7:56 AM Subject: Proposed Regulation FD Three cheers for Mr. Levitt! It is high time that the fundamental fairness of the current requirements of disclosure are addressed. For too long, small investors have been relegated to the sidelines as large investors and brokerages profited from information that is not made public. As a small investor myself, I have found myself frustrated by large movements of stock prior to any release of information that would justify the movement. The current environment can only lead to the types of speculation and abuse that the SEC is designed to keep check on. Currently, an individual is either required to put blind faith in the accuracy of information provided by his/her broker (since there is no other source of the information) or required to always be one step behind the large investors. I applaud Mr. Levitt for having the courage and clear vision to see the current inequity in the market and propose regulations to address it.
