Date: 12/28/1999 3:39 PM Subject: Proposed Regulation FD Greetings SEC, The proposed regulation FD, which is aimed at preventing and eliminating "Selective Disclosure", is probably one of the most important changes that we, the investing public, could request. In today's internet world, there is no longer room for the buddy-buddy system of the past. It simply is not fair that a company whisper in an analyst's ear and ignore the rest of the public. That is essentially trading on insider information (which is, as it should be, illegal). Although I understand that companies may initially feel that they need to be more cautious with comments to the general public than with a given analyst, that feeling should pass given appropriate "safe harbor" rules. As an individual investor, I highly encourage the SEC to enact proposed regulation FD and take another step toward eliminating "Selective Disclosure" Regards, Edward Hutter 5 Spring Mountain Road Califon, NJ 07830
