Date: 12/17/1999 7:02 AM Subject: Proposed Fair Disclosure Regulation I am an attorney and business analyst for a publicly-held corporation, and am also a private investor. I strongly support the proposed regulation that would require companies to make public all disclosures of material corporate information. This regulation is long, long overdue. As millions of individuals are now entering the investment arena, the market cannot afford to allow unfair access to information by instutional investors to undermine the confidence (and returns) of individual investors. Companies also will benefit greatly from this regulation, as it will reduce the need to pander to insider Wall Street analysts in order to receive more favorable market ratings. This will NOT have a chilling effect on the flow of information (contrary to the spin efforts of the Securities Industry lobbying group); in fact, the effect will be quite the opposite.
