Date: 12/16/1999 9:10 PM Subject: Proposed Regulation Fair Disclosure Sir, Leveling the playing field for the individual investor is the right thing to do!!!!!!!!! It's hard to believe we have allowed such a great injustice to occur for such a long period of time...of course whenever an issuer intentionally discloses material information, it should do so through public disclosure, not through selective disclosure; and whenever an issuer learns that it has made a non-intentional material selective disclosure, the issuer make prompt public disclosure of that information. In your own words, Mr. Levitt, "the basic principle of fairness deserves no less" than to lead this proposal into a reality. Thanks for your courage on this issue...it takes a brave man to face the greedy wolves and tell them "no more." Theodore J.
