Subject: Proposed Regulation FD File No S7-31-99

I favor proposed regulation FD File No. S7-31-99.  Allowing special groups of 
people to have information before other groups is a simple for of 
discrimination.  Such discrimination allowed by regulartors if would be 
unbelievable,  and I am supprised regulators have not stoped it, or the legale 
system has not challenged such practice.  Thank You Thomas W. Coltharp
