Date: 12/19/1999 8:35 AM Subject: Proposed Reg. FD I would encourage you to pass the "selective disclosure" proposal. As an active, individual investor, it is very frustrating to see a stock run only to find out several hours later that something signicant happened with the company. It is often very apparent that disclosure of information has been released to the "big" players. Individual investors need to be on a level playing field with the "big boys". Additionally, on Friday it clearly looked like market manipulation when the companies being added to the NASDAQ 100 suddenly took a nose dive in the last 1/2 hour of trading and then saw large blocks of buying at low prices after the market close. I have confidence that my stocks will come back strong but resent that the market makers manipulate the price for the "big boys". Linda Cohen
