I feel that this Regulation would not give small investors an even brake with 
the power players. Information should be available to everyone at the same 
time.

Please crack down on "selective" reporting by corporations.  I have lost 
significant amounts of money because I was not privy to information that was 
given to "selected' parties before being publicly announced.  These included 
Compac (last year) and Viropharma earlier this year.  Insiders already have 
enourmous advantages, simply because they are insiders.  The coming of global 
electronic trading, 24 hours a day will only make it harder to trace selective 
disclosure, so if you don't act now, it may be too late in the future.  SEC's 
reputation for integrity is at stake.  Please act responsibly.   Sincerely,
