Subject: Fund Performance (s7-26-03 and S7-27-03)

Add to the rule a requirement for all funds to advertise their net
performance, after subtracting 'costs of doing business' / hidden costs, not
their gross performance.  This will allow for a fair evaluation / analysis
between funds by a novice investor.
