Subject: File No. S7-25-99

I am writing to express my concerns regarding the new SEC rule (S7-25-99) that allows brokers to hide information from their clients, and maybe even mislead them into believing that they have client's interest foremost in their minds. I am a new entrant to the "employed force", and have started savings money and plan to approach a financial planner to plan for my financial future. This rule was brought to my attention by the Wall Street Journal ad (dt. 09/10/04), placed by The Financial Planning Association. Such rules are dangerous to building trust and will only help discourage people lilke me from approaching "financial planners". I would urge you to keep the interests of the investor community in mind and change the rule to enforce accountability and full disclosure.

Thank you.
