  OBJECTION TO PROPOSED RULES ON CONSTITUTIONAL GROUNDS 
     
Dear Arthur: 
     
Thank you in anticipation of your rejection of S7-25-97.  
Those rules could have destroyed U.S. enterprise.  They 
must not be allowed to be adopted.

Rep. Anna Eshoo:  Please deliver this message as effectivly 
as possible.  Without your help on this issue, the military 
industrial complex may be able to shrug off civilian control 
quite easily.  I know from your published comments that we 
are in agreement about the importance of protection from 
dictatorship and other corruption.
