Dear Mr. Katz:
     
I am an investment consultant focused on investment portfolios of churches 
and church-related organizations.  A number of my clients seek to mirror 
their institutional values and their investment activities through a 
proactive management of shareholder proxies.
     
The proposed new rules [S7-25-97] would significantly destroy the ability of 
these religious organizations to be responsible investors.  I therefore urge 
the SEC not to adopt S7-25-97.
