My hats off to the SEC for taking charge on this issue and not waiting to be upstaged by the NYAG. I fully support your rules. My biggest concern is with "Naked Short Selling", and anything you can do to end this practice will be great. Do not get me wrong, shorting is a good thing and our markets need it, BUT the practice of Illegal Naked Shorting is both destructive and counter-productive as it falsely either drives the price of a stock into the ground or it never allows it to reflect its true market value. It is really quite simple, if someone is constantly selling shares that really do not exist, how can the stock ever go up accordingly?
