Subject: (s7-23-03) Punishment for short sales...fine and jail time!

Dear SEC,

     I am very pleased to see that the SEC is taking action against the 
illegal short sales that have been going on now for years.  However, I am 
concerned that you have not taken the necessary steps to ensure that naked 
shorting will stop.
     The proposed "punishment" for people who break these laws, is only a 
90-day blackout.  That is a tiny slap on the wrist.  There is no fine, and 
no jail time for these lawbreakers.  If you are truly serious about stopping 
the illegal naked shorting, you must add fines in the millions, and you must 
add jail time to these lawbreakers, of at least 15 years.
