From: Dan T Nguyen [dannguy9@voyager.net] Sent: Thursday, October 03, 2002 10:49 PM To: rule-comments@sec.gov Subject: The final rule's effective date. Dear Sirs: The market is imploding. Retirees are hurting because of loss of wealth and low interest rates. Sellers are in control. Uncertainties keep rising. The market is acting as if it wants to crash hard. Buyers need more information to calm their nerves. I am wondering when the final rule for the recently proposed rule will be effective: Additional Form 8-K Disclosure Requirements and Acceleration of Filing Date [revised 6/18, 1:30 pm] File No.: S7-22-02 Release No.: 34-46084 The buyers need this rule badly. The market had been predicted to go down hard because of the rising uncertainties caused by the diminished flows of information since the the enactment of the Fair Disclosure rule. More delays will only hurt buyers and especially small investors. Thank you. Sincerely, Dan Nguyen.
