File No. S7-19-99

I have been robed on several occasions. Each time the Police Department took a report, fingerprints, etc. However, until this day my property never had been recovered and not much of investigation ever done. The police have even threatened ME with jail for "accusing innocent people"---the criminal there is. Last December 1998, I made an experiment. I bought 14k gold tiny chain, worth $125.00 at $25.00 cost to me. I took it to the local police station as a Christmas donation. Although, initially I received a phone call from some Sergeant indicating this unusual gift, the "gold" been accepted. My question is; by whom? Furthermore, no wonder that my stolen property can not be recover, and my pure gold jewelry is lying in the bed on some policeman wife's neck and arms, I suppose. So is the pension plan.

Why I am telling you this? That's how corrupted American government it is. Just the inches away to leverage with the Mexicans. This goes from the bottom to the top, or rather...From the top to the bottom. Money can do the trick. In my situation, painfully for me, there had been not enough "gold donated" by me, obviously to get the ruse. Act of 1940, when America was PROUD to still and kill for "survival," literally, is a history. IT IS YOUR SHAME NOT A PROUD. Most importantly, the right decision is being made to cut on corruption, to restore the integrity of public officials, and the fairness of government process. I think is about time, and I support the new rule under the Investment Advisers Act of 1940. The proposed rule 206(4)-5 (17 CFR 275.206(4)-5) and proposed amendments to rule 204-2 (17 CFR 275.204-2) under the Investment Advisers Act of 1940 (15 U.S.C 18b).
