Instead of replacing the process of faxing the Form ID with electronically submitting the Form ID and faxing a confirmation (which is essentially doubling the work required to obtain codes), the process should be entirely electronic. The Form ID should be submitted electronically and the confirmation should be a .pdf attachment submitted simultaneously with the Form ID submission. The .pdf can serve the same purpose of a Power of Attorney submitted electronically. That is, the form can indicate that the person/entity is authorizing the Form ID to be submitted on their behalf, and this can be verified with a conformed signature, the same as is currently accepted on POA's. This will allow the entire process to be streamline through electronic submission and it will keep the Forms together with their authorizations, rather than having each piece sent in a different format at a different time.
