The Securities Industry Association ("SIA") requests the opportunity to testify
at the SEC's public hearings on proposed Regulation NMS scheduled for April 21,
2004 in New York City. The SIA's spokesperson will be Mr. Robert Steel (Goldman,
Sachs), who is Co-Chair of the SIA Market Structure Committee.  He will be
speaking on behalf of the SIA as a whole. Unfortunately, it is not possible for
Mr. Steel to testify on April 1, 2004. (Regulation NMS: File No. S7-10-04)
