Sent: Tuesday, February 17, 2004 3:22 PM Subject: (s7-06-04) Mutual fund fees In an effort to help participants understand the fees they are paying, please consider ranking a fund's total management fees similar to the way a fund's performance can be rated relative to its peer group. Fees could be classified either by a percentile ranking or by a graded system. The ranking would be clearly labled next to the management fee disclosure. Nothing is either good or bad, except by comparison and this would help the average investor understand if their fund is competitive. In addition, it would put additional pressure on the more expensive funds to lower their fees. The average investor must know how a fund compares in its peer group, as a bond fund will almost always be cheaper than an international equity fund. However, some bond funds are more expensive than others and should be identifiable. Thank you for your efforts.
