Sent: Monday, February 16, 2004 5:46 PM Subject: (s7-06-04) Proposed rules.. I am responding to the call for comments on the proposed rules. Your director was on CNBC today and made this website known to me for the first time. THANKS to CNBC. In 1995, a broker sold me some shares of American Funds mutual funds for a 5.75% front load...I was a younger and dumber investor at that time and wish these new rules would've been in effect at that time. These funds have not performed any better than some of the no-load mutual funds..and I feel very ripped off..to the tune of almost 6% of my original investment. This HAS to STOP and I commend all of you at the SEC, but this is SO LONG OVERDUE...it isn't funny. why has it taken this long to correct these problems..It reminds me of the intersection where you need to see dozens of people killed in order to put up a stoplight! IF you ask me..it's too little too late, but better late than never. I'm investing in index funds these days..the so called "managers" can stick it where the sun...well..you know the rest..keep after them. Thanks and gooday mate, Ms. Investor from the midwest
