Because this is a duplication of what is already in the prospectus, it seems more reasonable and cost effective to either:
1) Be sure the information is the first thing in the prospectus or
2) Better use the money to raise consumer awareness of what is actually already presented to them rather than produce an entirely different document for redundant information.
