As an investor in small companies, who takes the time to study where I should invest my money in, I believe that manipulators are ruining some of our finest small businesses. When people invest in a small company they are saying that they believe that this company has something of value to offer the public. Manipulators on the other hand try to devalue there company. Please consider a rule change that would make reporting of shorts mandatory and change NASD rule 3360 immediately.
