To whom it may concern,

I am invested in 13 otc securities. I realize they are spectulative and can be volatile, but ther has been excessive downward pressure on quite a few of my posistions, although there are many positive events in those securities. I truly believe these securities are being manipulated by the market makers and there is excessive naked short selling. It is your job to see to it that this does not happen. It is hard enough to make money without people having an unfair advantage and protection to illegally manipulate certain securities. The otc should be protected just as the nasdaq. It is not any different. It is not a hard decision. I hope you make it soon. I have a few considerable losses on the table. Losing because of normal and legal market conditions is one thing but losing because of greedy, unscrupulous manipulators is unacceptable, immoral and has to be reformed.

Thank you,

John R. Cantando
