Dear Sir / Madame,

I am writing to you to request rule changes that is urgently needed to improve the OTC marketplace.

Without these rule changes the faith in the OTC marketplace will disappear.

Today the investor in the OTC marketplace is facing fraudulent acts by manipulative naked short sellers that has had and still has devastating impact on small companies listed on the OTC.

The SHO regulation is not working and the below changes is urgently needed:

SEC File No. 4-500. Request for Rulemaking Regarding Member Records of "Short" Positions and Reporting and Public Dissemination of Aggregate Positions by Security.
