Subject: Access to Corporate Proxy Statements (S7-10-03)

The Utah Retirement Systems [the statewide administrator of all public
pensions funds in Utah] is interested in efforts by the SEC to prevent
corporate wrongdoing by allowing instiutional investors more meaningful
access to corporate proxy statements.  We look forward to being able to
respond to specific actions which will be proposed.
