To whom it concerns,
The recent foot-dragging by the NASD regarding decimal conversion is a pathetic 
attempt from
market makers to extend their vice-like grip-hold on profits at the expense of 
non market
makers.  If the SEC sees fit to give NASD an extension on conversion there 
should be some
punitive measures taken against NASD.
