Date: 06/20/2000 11:57 PM Subject: File No. S7-24-99 My name is Preston R. Twyman Jr. I am a new investor and not entirely savvy concerning the proposed file no. s7-24-99. I do believe that if other exchanges have rules ( rule 10a-1 ) governing short positions of market makers, than it should also be required by non-exchange listed securities. I am sure you will do what's right to "protect investors and maintain the integrity of the securities markets." My concern is after the rule goes into affect and violations occur. I would hope that S.E.C. vigorously enforces this rule and that the penalties be such, that violators lose their desire to continue to fraud the public. This can be done by making it more costly to the violator. Thank You! Preston R. Twyman Jr.
